Since earlier this week I have been getting this error
You don't have permission to access "http://pay.ebay.com/rxo?" on this server.
and cannot pay for items I purchased.
This is only happening in Safari on my Mac. When I switch to Chrome on my Mac, I can check out with no issues.
I have cleared cookies, cache, etc., from Safari as well. Still no luck.
Has anyone solved for this?

I seem to have found the answer.
For some reason in Settings, there were some boxes in the Proxy pane in the Network tab that had been checked. I did not check them because I don't touch those settings. Perhaps some privacy software did it.
Anyway, I unchecked all of them except "Automatic" and now everything works again.
This is on an M1 Mac mini running OS Monterey for any other Mac users having this problem.

Anything odd about your Safari setup? Using a VPN or a security add-on like "Disconnect" that you are not using with Chrome?

No, I don't use a VPN. I have no idea with "Disconnect" is. I turned off content blockers in Safari. I turned off my ad blocker, too. Mind you, those extensions have all been in place for months with no issue up to a few days ago.

Happens on both Safari and Chrome to me tonight

After reading one of the other comments, I turned off the VPN that I use through my AVAST and as soon I turned it off, I was able to buy and pay. Problem solved
