it's actually almost the same, but if "zugreifen" is used, you would imagine a hand that is really strongly and ambitiously grabing something.

so it has somehow a stronger meaning. That's difficult to explain.
But the imperative form "greif zu!" is often used as an equivalent to "Bedien dich!/Help yourself!". You would in this case imagine a person who is really hungry and ambitious to empty the plate while graping the cookies or sth diferent to eat.
