"lügen" is lying as in telling a lie ("Das war doch gelogen!" - Come on, that was a lie! ´, literally "That was lied") in general
"belügen" or "jemanden anlügen" is lying to someone, as in "Sie hat ihren Mann jahrelang belogen/angelogen" (She has been lying to her husband for years)

Lügen is if you lie in every kind and points. Belügen is if you lie to somebody specific
