Ich habe mein Buch verliehen.
I am the person who gave someone my book for a amount of time.
Ich habe mir sein Buch geliehen.
I am the person who borrowed his book.

The difference is in the perspective of the speaker: You can be either the one to get a thing from someone else, or you can be the one to give a thing to someone else.
"Verleihen" is only if you give something away for a while. In english it's "to lend" I think...
Ich verleihe mein Buch. (I lebd my book to someone.)
"Leihen" and also "ausleihen" can relate to both getting something for a while (to borrow in english) and giving something away for a while (to lend).
Ich leihe mir ein Buch./Ich leihe mir ein Buch aus. (I borrow a book.)
Ich leihe dir ein Buch./Ich leihe dir ein Buch aus. (I lend a book to you.)
"Ich leihe ein Buch aus" can be either giving it away or getting it from someone, depending on context.
