Until Ryan came along. While vice president of Orchards Chil- Deborah dren's Services Dinco in Southfield in 1990, Mrs. Dinco walked down a hallway and saw a foster mother holding a smiling baby whose red hair matched Mrs. Dinco's. The baby "took her finger and just hung on to it," Mrs.

Dinco's husband, Richard, recalled. Later that year, Mrs. Dinco who had been responsible for foster care and adoption services for thousands of Michigan children and her husband adopted the baby who had been abandoned by his mother. Mrs. Dinco died Saturday at Providence Hospital in Southfield of complications of cancer.

She was 52 and lived in Farmington Hills. "I tell people, Deb gave my life direction, but Ryan gave me purpose," Richard Dinco said. Born Deborah Tokarski in Hamtramck, she was raised in Dearborn. Mrs. Dinco graduated from Eastern Michigan University with a degree in education in 1971 and earned her master's degree in social work from Wayne State University in 1978.

Mrs. Dinco worked in assistance payments, child protective Mother, foster care services and foster care for the Michigan Department of Social Services (now the Family Independence Agency) from 1972 to 1982, when she joined the Children's Aid Society in Detroit as program manager. In 1987 she was named executive director of Common Ground, which provides shelter and other help to teenagers. In 1988, Mrs. Dinco accepted an offer from Gerald Levin, president of Orchards, to become vice president of the organization, which would become one of the state's largest providers of foster care and adoption services for abused and neglected children.

In recent years, Mrs. Dinco backed a state proposal to provide children's services under a managed care model that gives agencies more flexibility in handling cases while increasing accountability. "She was well respected at both the local and the state level because of her willingness to be just straightforward and honest," said Ernestine Moore, a longtime friend who recently retired as director of the Skillman Center for Children in Detroit. After Mr. Levin's death in April 1999, Mrs.

Dinco was named president of Orchards. Later that year, she was diagnosed with ovarian cancer but continued working at home. Besides her husband and son, now 13, Mrs. Dinco is survived by her mother Lillian Tokarski and brother Larry Tokarski. Visitation is from noon 1 to 9 p.m.

FREE PRESS STAFF WRITER Sidney Alexander who flew his first bombing mission over France on D-Day and returned home to tirelessly promote regional cooperation in his beloved southeast Michigan, died of leukemia Monday at William Beaumont Hospice in Royal Oak. He was 81. A Detroit native and longtime resident of Huntington Woods, Mr. Al- Sidney exander was an Alexander Jr. ardent advocate for cooperation between Detroit and its suburbs.

Even during the 1960s and '70s when racial and regional tensions boiled, Alexander never lost sight of the ideal of unity. With that vision, he helped launch the Southeast Michigan Council of Governments a group dedicated to regional cooperation that was created in 1968. "It was a time when we needed that leadership. His intelligence and sense of humor defused contentious debates on more than one occasion," said Paul Tait, SEMCOG's executive director. His ideal of regionalism sometimes clashed with the policies of former Gov.

John Engler and by proxy one of Engler's aides, Mr. Alexander's son, Jim Alexan- der. "That used to make for some real interesting discussions when I worked for the governor," said Jim Alexander, an Oakland County Circuit Court judge. Sidney Alexander was born in Detroit and graduated from Central High School. He joined the Army Air Forces and flew his first combat mission as a B24 bombardier navigator on D-Day.

He conducted 2 27 more bombing runs over Europe, earning the Distinguished Flying Cross and several Bronze Stars before returning to settle in Huntington Woods. Mr. Alexander retired as assistant general manager of the Southeastern Michigan Transportation Authority in 1968. He also served as Huntington Woods' treasurer from 1962 to 1964 and as councilman from 1966 to 1977. He moved to Farmington Hills in 1991.

Not content with an idle retirement, Mr. Alexander served for many years as a consultant and volunteer with various municipal governments. He also continued to teach people less than half his age the intricacies of high-tech personal computers. "He was one of the first computer programmers in Detroit, in 1961," recalled Jim Alexander. Mr.

Alexander wasn't good at everything he tried, though. He couldn't stop making puns. Bad puns. Tait laughed Tuesday when recalling the puns probably harder than he ever laughed at the puns themselves. Jim Alexander said, "They were pretty awful, quite honestly." Besides his son Jim, Mr.

Alexander is survived by his wife of 59 years, Marcia Stern Alexander; another son, Thomas S. Alexander; a brother, and grandchildren, nieces, nephews and cousins. The funeral will be today at 2:30 p.m. at the Ira Kaufman Cha- pel, 18325 W. Nine Mile in Southfield.
