Steps to reproduce

Hey :)

I am not able to remap CAPSLOCK to ALT GR with my german keyboard. It seems that the mapping it not saved properly. I clicked the buttons on my keyboard to remap them. I tried both methods.. shortcut and key remapping but both did not work. I also tried restarting PowerToys and run it as a non-administrator but this also hasn't worked.

This also did not work with a previous versions since i just updated my PowerToys to see if this issue has been resolved already. The logs of the KeyboardManager are also empty

Remapping other keys does work though. I tried to remap A to B and it worked as expected.
Here a demonstration of the issue:

Alt GR is actually Ctrl(left)+Alt(right) and remapping Capslock -> Ctrl(left)+Alt(right) is not legal because Ctrl(left)+Alt(right) is neither a key or shortcut.

at present it seems a low priority.

That is actually the only use case I'd have for key remapping. I currently use Sharp Keys to do that.

Alt gr is a fairly common key on some physical (non-US) keyboard layouts. It mostly works to use ctrl+alt instead, but sometimes that ends up with weird behavior. Or as in this case, since it's not treated as one key, I cannot remap something to it. It is also not possible to try to do this remap using the "remap a shortcut" feature, since CAPS LOCK in itself is not a shortcut.

This is also my only use case for remapping, so if it is not supported and is not a desired feature, I'll have to go for some other solution to achieve this.
