Das ist eine Redewendung, die besagt, dass jemand sich nicht aktiv auf ein bestimmtes Ziel hin bewegt, sondern sich ohne Ziel wie von der Strömung des Wassers bewegen lässt.
"treiben" kann man sich hier in der Bedeutung "passiv auf der Wasseroberfläche liegen" vorstellen, zum Beispiel wenn ein Ball in einen See fliegt und vom Wind oder von der Wasserströmung fortbewegt wird, oder auch an einer Stelle verbleibt.
