you say it when someone says thank you. (it means a bit something like "it's been a pleasure doing that (the thing for which you get thanked for) for you" or "it's okay, i liked doing it anyway")

it's basically the same as "you're welcome" or "don't mention it" and a little more formal than "bitte (after danke)". it implies that the one saying "gern geschehen" wasn't bothered by whatever the other person was thanking them for
