Die Grundformen der Verben lauten:
"jemandem etwas verweigern"
"sich weigern, etwas zu tun"
verweigern bezieht sich also normalerweise auf ein Objekt/einen Substantiv(=Nomen)
Ich hebe die wichtigen Wörter mit "" hervor, damit es klar wird:
Er verweigerte ihm den "Zutritt".
Er verweigerte den "Dienst".
Sie verweigert das "Essen".
weigern bezieht sich normalerweise auf Verben:
Ich weigere mich, dies zu "tun"!
Er weigerte sich, ins Auto zu "steigen".
Er weigerte sich, den Vertrag zu "unterschreiben".
Sie weigerte sich (=sie "lehnt" die Aufforderung ab).
"weigern" wird im Alltag mehr gebraucht als "verweigern".
