Umstände are usually something what happened and that influences the situation.
Die Umstände sind jetzt schlecht.
Also: The situation is now bad
Lage is usually a place. Die Lage unseres Hotels ist günstig.
But it can also be used when you describe someones mental health
Seelische Lage
Situation is what happens currently in the moment.
Die Situation ist unberechenbar.
Die Situation blieb angespannt
