Zusammenfassung
Konjunkturschwankungen sind vor allem als Nachfrageschwankungen ein großes volks- und betriebswirtschaftliches Problem und nur sehr eingeschränkt durch die Wirtschaftspolitik beeinflussbar. Im folgenden Vorlesungsabschnitt wollen wir das Konjunkturphänomen und die Auswirkungen auf die Wirtschaft analysieren und die Gründe für Konjunkturschwankungen aufzeigen.

Ergänzend sei hier die Einschätzung der Neuen Klassischen Makroökonomik zur kreditfinanzierten Fiskalpolitik erwähnt. Gemäß dem Ricardianischen Äquivalenztheorem antizipieren die Wirtschaftssubjekte bei der Kreditaufnahme bereits die für den Schuldendienst erforderlichen zukünftigen Steuererhöhungen, weshalb sie sich durch die Ausgabe der Staatstitel nicht vermögender fühlen und deshalb auch nicht mehr konsumieren. Es bleibt nur noch der Nachfrageeffekt der Staatsausgaben, dem die zukünftige Konsumverringerung durch die Steuererhöhung gegenübersteht. Da die Wirtschaftssubjekte dies ebenfalls antizipieren und vorbeugend ihre Sparquote erhöhen, fällt auch dieser Effekt weg. Vgl. Felderer, Bernhard und Homburg, Stefan (1989), S. 275 ff.
