Mülheim an der Ruhr lies in the district of the same name in North Rhine-Westphalia.  The region is the most industrialised and most densely populated in Europe.  After impressive growth in its mining and steelmaking infrastructure and its river transport and harbour activities, Mülheim has now turned to expanding its grey matter (two Max-Planck institutes and research centres) and its taste for culture.

Its twinnings with Berlin-Tiergarten (Germany), Darlington (United Kingdom), Kuusankovski and Kouvola (Finland) and Tours (France) enable large numbers of people to take part in exchanges every year.  Beykoz/Istanbul (Turkey), Kfar Saba (Israel) and Opole (Poland) have also established twinnings with Mülheim.
