Kruitdamp en Schijnwerpers, by Nico Kotten

Nico Kotten was a Dutch illustrator who worked on the pulp collection 'Eclair' in the 1940s. The first book in this collection, 'Zeerovers zijn Heeren', was illustrated by famous Dutch painter Anton Heyboer, who was fired because many of his drawings were copied from Hal Foster. So Kotten went to work on the second book, 'Kruitdamp en Schijnwerpers'. The script of the comic was presumably also by Heyboer, and the cover illustration by Gerrit de Morée.
