Will the #EU experience a new silent revolution in having the European Commission receiving the competence on #exportcontrols? That's the alleged intent of the #EU Commission through the "Economic Security Strategy" which aims at preventing #China to acceed to the most #sensitive #technologies. That is a huge challenge to get authority from the #Member_States having the final call on such decisions in the current #legal framework. True, as stated by the Commissioner, that the current EU system involved EU members deciding individually when to invoke their own #nationalsecurity interests to control #exports. This topic could become more critical based on the recent geo-economic changes and the global instability, however, out of a real hold-up on MS #sovereignty, there is long to see a common will to delegate such a decision to the Commission. More #federalism in that matter should also include a mechanism to prevent any favoritism from Brussels. An important nugget of news in the FT. It explains US policy vis-a-vis China: protect IP, but maintain trade. Extract: “President Biden asked me to come here to convey the message that we do not seek to decouple, we seek to maintain our $700bn commercial relationship with China, and we hope that that relationship can provide stability for the overall relationship,” Raimondo said at the start of the meeting with Li. End This tells us that China hawks in the US do not represent policy. US policy is to maintain trading relations, but to safeguard critical technology. Leaders of less dependent states, such as the United States, must be careful not to signal that they are seeking to keep the dependent state down—or worse, to push it into absolute and relative decline. Yet an open trade policy can also be a problem, since it can help the dependent state catch up in relative power and become a long-term threat.
