🔀 "Norway is facing a crucial turning point." That's what Innovation Norway's CEO Håkon Haugli says in his Innovation Speech this year. Haugli sees Norway in a similar situation as at the beginning of Norwegian oil production. "Modern Norway is shaped by how some critical turning points were dealt with. It wasn't clear that the management of Norway's oil resources would become what it was, says Haugli," Haugli says. According to Innovation Norway, Norway faces four critical tipping points: 1️⃣ The capital market has tightened, and more and more young people are reluctant to create their own jobs. Entrepreneurial activity is lower today than in 2019. 2️⃣ Labor shortages are a significant challenge. If we do not reverse the trend, we will reach a point in about ten years where the number of working-age people will decline in absolute terms. 3️⃣ Technological development is now advancing at breakneck speed. Artificial intelligence is a cause for concern and opens up new opportunities for our ability to innovate. 4️⃣ The green transition is happening now. In 2021, more foreign capital was invested in other industries than in oil and gas. Once a year, the CEO of Innovation Norway, the Norwegian business development agency, provides information on the state of innovation in Norway at a so-called Innovation Speech and advises institutions and companies on supporting and driving innovation. The introduction of new challenge-led innovation policies necessitates the need to consider what monitoring and evaluation of such policies would look like. In this recent article, written with Rathenau Instituut colleagues Vincent Baarslag and Frans van der Zee, we therefore conducted a literature review to explore what such challenge-led monitoring and evaluation would look like. Our analysis identified 2 categories of bottlenecks that appear in challenge-led monitoring and evaluation, as well as ways to address them. However, we also find that most options to address these bottlenecks are hindered by institutional rigidity sustaining an institutionalized m&e culture and practice that is not designed to fulfil the m&e needs of challenge-led innovation policies. (read in German) What about the status of companies in our #SME sector regarding the #DigitalTransformation? What #challenges do they face and how do they master them? This and other questions are addressed by #TUMCampusHeilbronn in the first run of the Progress Barometer Digital Transformation SME. To this end, the member companies of the Chamber of Industry and Commerce in the Heilbronn-Franken region were surveyed on the status and progress of digital transformation. With the results from a questionnaire-based study, the team of authors consisting of #JensFörderer, Professor of Innovation & Digitalization, Dr. #ChristophGeier, Director Digital Transformation, and MichaelaLindenmayr, Research Associate, have gained relevant and practice-oriented insights into the status and development of digital transformation in SMEs. Enriched by interviews with companies in the #SMEsector as well as current scientific findings, they provide recommendations for various decision-makers on how the necessary acceleration of this transformation process can succeed.
